Site Bulk Material Handling and Elm Road Generating Station

Elm Road Generating Station (ERGS) is a two unit coal fired electric power generation facility with limestone flue gas scrubbers. The generating station is currently in the early stages of construction. The Site Bulk Material Handling (SBMH) facility is primarily a coal, limestone and gypsum handling facility that, upon completion, will manage bulk material for both ERGS and Oak Creek Power Plant (OCPP).

When commissioned, ERGS and SBMH facilities will bring several thousand new pieces of equipment into service. The plant maintenance master data development is an initiative that will provide a usable and effective database in support of operation, maintenance and performance management of the new equipment. Master data development will be completed prior to training and startup activities of each project. The resident technology for the master data will be SAP.

Master data development methodology will capture industry best practice where practical and will provide alignment to stakeholder business process requirements. Two phases defined below as PM Master Data Assessment and PM Master Data Build will be required to accomplish the steps leading to the achievement of positive results.

Phase One: Plant Maintenance Master Data Assessment

A.
Perform master data needs assessment: master data organization and team skills, define organizational business process (process map and workflow) matrix including Equipment Master, Item Master, Job Plans and Work Order Processing

B.
Define/build master data standard based on data sources, integrity, maintenance and control

C.
Complete equipment criticality review to refine data standard requirements in support of a reliability maintenance strategy and PM Basis

Phase Two: Plant Maintenance Master Data Build

A.
Define/build applicable detail level O&M business processes

B.
Build master data tables, plant and organizational structure, equipment function, location, record, and planned maintenance task detail

C.
Build spare parts and Bill of Materials details: documents, preload data checks, and load data

D.
Test master data build using O&M business processes: build testing scenarios, perform tests and make appropriate changes

E.
Train system users: prepare and deploy appropriate training and documentation
